The Center for Governance of Technology and Systems (GoTech) hosted a meeting on November 26, 2024, with consultants supporting Japan’s Ministry of Defense (JMOD). Chiharu Ito and Mirei Yoshida attended in person, and Soichiro Yabe joined virtually.
The objective of the visit was to seek insights and expertise to refine and expand the JMOD’s Performance-Based Logistics (PBL) framework. Specifically, the meeting focused on global trends in international PBL practices, particularly from U.S. cases, to benchmark against JMOD's existing system. Additionally, the meeting aimed to prepare for revising the JMOD’s PBL guidelines, emphasizing flexibility, operational readiness, and deeper public-private collaboration. The guests sought to leverage William Lucyshyn’s research and expertise on implementing PBL in the U.S. and discuss solutions to challenges such as data sharing, crisis management, and workforce dynamics in PBL operations.
This meeting was an initial step in aligning JMOD’s PBL strategy with global best practices. This move promises to significantly enhance the efficiency and sustainability of Japan’s defense logistics operations.
