Policy Professor Philip Joyce has received the 2026 Dwight Waldo Award from the American Society for Public Administration (ASPA), one of the field’s highest career honors. The award recognizes a scholar whose work has made lasting contributions to the literature of public administration. This year’s selection was especially competitive, with a near record number of nominees.
Joyce’s research in public finance and budgeting has become a reference point for scholars and practitioners alike. His work examines how governments make fiscal decisions, how budget systems influence public priorities and how institutions respond to financial pressure.

The award will be presented in March at ASPA’s Annual Conference.
