School of Public Policy Assistant Clinical Professor Namrta Sharma has received a 2026 Journal of Public Affairs Education Spotlight Paper Award for her article, “Case study accused or victim? The curious case of Dr. Hasan Gokal.” The award honors research that contributes to public affairs education, with particular attention to work by emerging scholars and research addressing social justice.

Sharma’s article examines the case of Dr. Hasan Gokal, a physician who was fired by the Harris County Health Department in Texas, during the early days of the COVID-19 pandemic over allegations of vaccine theft and violations of distribution protocols. Drawing on differing accounts from Gokal and the health department, the case study explores the challenges public employees face when making decisions under extraordinary circumstances. It encourages students to consider how organizational rules, individual judgment and questions of fairness can shape decisions and their consequences.

As part of the award, Sharma’s article will be highlighted through JPAE and the Network of Schools of Public Policy, Affairs and Administration over the coming year.
