David Talavera Zabre

Talavera Zabre is a PhD student at the UMD School of Public Policy where he focuses his studies on the intersection of public finance and climate policy. He grew up near Mexico City and has spent most of his career working in infrastructure development banking, always close to energy policy. He has worked on a range of projects, from waste disposal and biogas energy in rural Mexico to gas processing offshore platforms in the Gulf of Mexico.

Talavera Zabre is a Fulbright scholar who holds an MSc in Finance with a specialization in the energy sector from the University of Edinburgh Business School in the UK, and a BA in international business management from UDLAP in Mexico.
