Mark Troutman is a soldier (COL, ret), strategist, economist, educator and financial planner. A long serving national security professional, Troutman is presently Chief Operating Officer of Strategic Education International, a 501(c)(3) education foundation with the mission of providing education and research to professional strategists. He is also a Visiting Research Fellow at the Institute for National Security Studies and former Dean of Faculty at the Eisenhower School of National Security and Resource Strategy, National Defense University. He joined the faculty of University of Maryland School of Public Policy as an Adjunct Professor in September 2018 and has taught courses in National Security Resourcing, Public Finance and Management.
Troutman’s prior academic experience included service as Director of the Center for Infrastructure Protection, a research center within the George Mason University School of Business focused on the national security and critical infrastructure industries. As a faculty member of the Business School, he taught business economics and strategy and created a Critical Infrastructure Track for the Executive MBA program. Troutman was also instrumental in the creation of National Security and Financial Planning programs for the Business School.
Troutman founded Fiducia Capital Partners, LLC, a boutique wealth management and financial/economic consulting firm that identifies and cultivates opportunities for clients. In January 2017, he partnered with a local firm to serve the wealth management needs of transitioning professionals in the national security community and help them become high net worth individuals.
An Armor (Operations) Colonel, Troutman retired following a twenty eight year Army career that included command assignments in the United States, Europe, South Korea and the Middle East with deployments to Iraq and Afghanistan. Senior postings include director for Army, Marine Corps and Missile Defense exports for OSD and Deputy Chair of the Economics Department of the National Defense University. He taught Economics at the United States Military Academy and was a contributing author for the Armed Forces Guide to Personal Finance. Troutman is a graduate of the Army War College and School of Advanced Military Studies. Civilian education includes Master of Public Policy from the Kennedy School of Government, Harvard University and PhD (Economics) from George Mason University.
Troutman is originally from Philadelphia, but has lived throughout the U.S. and international locations. He is an avid sailor, skier and hiker. Mark lives in Northern Virginia with his wife and their Chocolate Lab, Gracie.
